# AI ambitions are blocked by identity debt

For brands intent on rolling out AI agents and autonomous capabilities, the success of these initiatives will largely depend on building trust and equipping consumers with clear, usable controls as the scope of AI actions expands.

Building AI-powered journeys that simultaneously satisfy customer expectations, security needs, and regulatory requirements calls for identity platforms engineered to meet the authentication, authorization, and audit needs of AI agents and autonomous systems—and the consumers using them.

## Japan’s Brands Are Investing Heavily in AI-Powered Experiences, but Outdated Customer Identity Systems Are Causing Delays

**Key Stats:**
* **29%** — AI or agentic features in production.
* **44%** — Actively building AI or agentic features.

According to the 2026 Customer Identity Trends Report, featuring global surveys of developers, senior leaders and consumers commissioned by Okta, nearly three-quarters of Japanese developers and senior leaders we polled (73%) reported that their organization*:

* Already has AI or agentic features fully embedded in production today (29%); or
* Is actively building AI or agentic features that have not yet reached production (44%)

But of this population of active builders, fewer than 28% are actually delivering at the speed they want. Nearly a quarter (23%) of the 72% who are experiencing delays reported that the main cause of the slowdown is identity infrastructure that can’t support agent access patterns (second only to the 32% who cited compliance, security review, or governance).

What about the 27% of organizations that haven’t yet started building AI or agentic features? Nearly 60% cited outdated identity infrastructure as the primary cause.

## Customer Identity Should Be Your AI Advantage, not a Bottleneck

* **Key Stats:** **>15%** — Engineering time spend on CIAM.

On average, devs and senior leaders from Japanese organizations report that more than 15% of their engineering team’s time is spent building, maintaining, or operating customer identity and access management (CIAM). For that level of investment, brands should get more than bottlenecks that slow down innovation.

A modern CIAM platform accelerates delivery with time-saving out-of-the-box features such as: user authentication, token vault, auth for model context protocol (MCP), asynchronous authorization, agent as principal, and Fine-Grained Authorization (FGA) for retrieval-augmented generation (RAG).
